MEET OUR STAFF

Michelle Hannan, MSW, LISW-S
Michelle Hannan, MSW, LISW-S is the Director of Professional and Community Services for The Salvation Army Central Ohio.  Ms. Hannan is responsible for The Army’s workforce development, basic needs, and anti-human trafficking services in Central Ohio. 

In 2007, The Salvation Army was invited to serve as the Coalition Manager for the Central Ohio Rescue and Restore Coalition, a network of over 60 organizations working together to combat human trafficking.  In this capacity, Ms. Hannan coordinates the Coalition’s efforts in the areas of emergency response and social services for trafficked persons, public awareness, social services, legislation and law enforcement.  Ms. Hannan has lectured extensively on human trafficking.  She is a member of The Salvation Army’s National Anti-Trafficking Council and the Ohio Attorney General Human Trafficking Study Commission, serving as Chair of the Victims Services and Safe Locations Committee.


Trisha Smouse, MSW, LSW
Trisha Smouse is the Anti-Human Trafficking Program Manager at The Salvation Army Central Ohio.  Her responsibilities include providing staff support to the Central Ohio Rescue and Restore Coalition and case management to victims of human trafficking.  Additionally, she spent a year in Thailand working with trafficked persons and women in prostitution. 

She has conducted extensive research on the issue of human trafficking, specifically in Ohio, Poland, and Southeast Asia.  Trish has a Masters Degree in Social Work.  Trish is a member of the Ohio Attorney General Trafficking in Persons Study Commission, serving on the Victims Services and Research and Analysis Committees. 

Stephanie Rapp, MSW, MA, LSW
Stephanie is a graduate of Ohio State University College of Social Work and the Ohio State University John Glenn School of Public Affairs. She serves as an Anti-Human Trafficking Specialist for The Salvation Army where she provides counseling services to survivors of human trafficking and directs the public awareness and education program of the Central Ohio Rescue & Restore Coalition alongside Tabitha. She also serves as chair to the Demand Reduction Committee.

Tabitha Woodruff, BA
Tabitha is a third-year law student at the Ohio State University Moritz College of Law. She serves as an Anti-Human Trafficking Specialist for the Salvation Army where she directs the public awareness and education program of the Central Ohio Rescue & Restore Coalition alongside Stephanie. She also serves as lobbying chair and volunteer coordinator for the Central Ohio Rescue & Restore Coalition. Tabitha was deeply involved in Ohio's efforts to make human trafficking a felony under state law in Ohio. She was given the 2011 Promoter of Justice Award at the annual Unlocking the Chains Conference for her efforts.

Colleen Payne, BA
Colleen is a second-year masters student in The Ohio State University’s Social Work program.  Colleen completed her undergraduate education in Anthropology at Miami University in Oxford, Ohio.  Colleen became interested in pursuing a career in social work during a summer internship at the Marjorie Kovler Center in Chicago, Illinois, where she was a case manager for primary survivors of physical and psychological torture committed abroad.  Colleen came to the Salvation Army’s Anti-Human Trafficking Program with an interest in continuing to combine her passion for human rights and social work, and she is looking forward to continuing her graduate level education and becoming a clinical counselor for individuals who have survived trauma. 

Christina Conrad, BSSW, LSW
Christina is a graduate of Ohio University College of Social Work. She is currently working on her MSW at the Ohio State University. Her efforts to fight human trafficking came about in the formation of a charity called Belts Breaking Bondage: A student activist group that sews and sells waist belts to raise awareness and funds for organizations fighting trafficking. She now works as an Anti-Human Trafficking Case Manager for The Salvation Army and directly provides social services to survivors of human trafficking.


OUR MISSION AND HISTORY

The Central Ohio Rescue and Restore Coalition is the 21st of its kind to be established in the United States under the guidance of the U.S. Department of Health and Human Services to assist victims of human trafficking; rescuing victims through increased public and law enforcement awareness and restoring lives through social service support.

Since its inception in July 2007, the coalition has grown to include over 90 members, comprised of both concerned citizens and those who represent social services, faith-based, medical and law enforcement organizations.  The Coalition's work is focused in five area committees:

Each committee meets monthly separate from the general body and works cooperatively towards the strategic goals identified by the Coalition as a whole.  This allows for members to chose the area they would most like to focus in and gives way to many volunteer opportunities.

Our mission is to end human trafficking through public awareness, service to trafficked persons, advocacy, demand reduction, and resource and training support to law enforcement.
